Work Schedule December 21 through January 2, 2006

The Hollywood sewer project will slow down for the holidays with the following days or limited or no work Friday December 22 - limited work Saturday December 23 through Tuesday December 26 - No work scheduled Saturday December 30 through Tuesday January 2 - No work scheduled

Wednesday, January 3 - sewer crews resume normal work schedules.

January - Streetscape work is scheduled to start in Hollywood Between now and December 29 work is expected in these areas:

  • Sewer lateral construction on NE 40th Avenue from Hancock to Tillamook
  • Sewer lateral construction on NE 44th Avenue from Hancock to Broadway
  • Sewer lateral construction on NE 46th Avenue from Sandy to Hancock
  • Installation of storm pipes at NE 42nd & Broadway
  • Final asphalt paving on NE 39th Avenue, weather permitting

NE 42nd Avenue finished: The work that closed NE 42nd Avenue from Broadway to Sandy was finished Tuesday, December 19 and normal vehicle and bus traffic was restored at that time. All work on 42nd was completed, including final paving; however, there will be additional work at the intersection of 42nd & Broadway to complete storm pipes and catch basins. Tri-Met buses are running on normal routes and stops throughout the project area.

Work Scheduled December 8 through 22, 2006

These are the areas where work is expected the next two weeks:

  • NE 42nd Avenue between Sandy and Broadway: Work is expected to continue here through around December 15. During that time this block of 42nd will be closed to through traffic at all hours. Local access to driveways will be maintained after work hours, and during work hours when possible. Traffic is being detoured via NE 43rd Avenue and back to 42nd at Sandy and Broadway. Northbound and southbound Tri-Met bus stops for Line #75 are closed on 42nd just north of Sandy.
  • NE 39th Avenue, paving from Broadway to Thompson: Work will continue here to complete final paving, weather permitting. Paving is delayed is there is significant rain or if temperatures are below 40 degrees. Note: Some of the paving recently done on NE 39th Avenue between Tillamook and Thompson has been rejected, and will be removed and replaced. We regret the inconvenience.
  • NE 41st Avenue Hancock to Tillamook: Work is continuing here to complete sewer laterals and storm sewer pipes and inlets.
  • NE 40th Avenue Hancock to Tillamook: Work is expected to start here soon. The first work will be digging down to each lateral and installing a temporary connection in preparation for replacement of the main sewer. There will be no interruption of sewer service. Lateral excavations may be covered with steel plates.
  • NE 44th Avenue Hancock to Broadway: Crews will return here to reconstruct laterals, following completion of work in NE 42nd.
  • Tentative Christmas Holiday Schedule: Parsons Construction tentatively does not plan to work December 23-26 (Saturday through Tuesday).

Project Update December 5, 2006

Sewer work in the 1700 block of NE 42nd Avenue started today, a day earlier than expected. This is the block of 42nd between Broadway and Sandy.

Traffic is being detoured via Broadway, 43rd, and Sandy. This detour will be in effect all hours. After work hours the street will remain closed to through traffic but will be open for local access to driveways. Work has started at NE 42nd & Broadway and will move toward Sandy, so the best local access is currently via the Sandy (north) end.

Tri-Met busses will follow a different detour: Southbound #75 busses will turn left from 42nd to Tillamook, right on 43rd, and right on Broadway and back to 42nd. Northbound busses will follow the same route. Both northbound and southbound #75 bus stops at 42nd & Sandy will be closed until work is complete on 42nd. Riders should board at 42nd & Tillamook.

Work Schedule December 4 through 11, 2006

Work is expected in a number of areas this week and next:

  • NE 44th Avenue Hancock to Broadway: Crews building the main sewer here hope to finish around Tuesday December 5, then move to 42nd between Broadway and Sandy.
  • NE 42nd Avenue Broadway to Sandy: Work here is expected to start around Wednesday, December 6 and last until around December 15. This block (the 1700 block of 42nd) will be completely closed at all hours during this phase of work. Traffic will be detoured via Broadway, NE 43rd Avenue and Sandy Boulevard.
  • NE 39th Avenue paving: Crews hope to take advantage of a relatively dry weather forecast and do as much final paving as possible between NE Thompson and NE Broadway on 39th.
  • NE 41st Avenue: Crews will work on finishing laterals and storm sewer piping along 41st between Hancock and Tillamook. Some of the work is being done by the same crew that is working on the paving on 39th, so there may be some days of no activity on 41st.
  • Others streets including NE 41st and NE 40th: Sawcutting will start on blocks where there has been no work (like 40th north of Hancock and 41st north of Tillamook).

Project Update December 12, 2006

Work on the Hollywood Sewer Reconstruction Project will close the 1700 block of NE 42nd Avenue at all hours for about two weeks. The work and detour may start as soon as Wednesday, December 6. The block, between NE Sandy Boulevard and NE Broadway, is an arterial street and the route of the #75 Tri-Met bus.

During work in this block, all through traffic will be detoured, and the detour will remain in effect all hours and all days until the work is completed. Local access will be maintained for the residents and businesses in the block. The work will not require lane closures in Sandy.

Northbound traffic from 42nd will be detoured right onto Broadway at 42nd, left onto NE 43rd Avenue, and left onto NE Sandy Boulevard. Southbound traffic will follow the same detour route. Buses and trucks may have to use NE Tillamook Street and NE 43rd Avenue north of Sandy to avoid tight turns.

Traffic signals along the detour route will be adjusted to provide adequate time for traffic to clear the signals at NE 43rd & Sandy and NE 42nd & Broadway. No parking signs will be posted near some intersections to allow more room for vehicles to turn.

The 24-hour closure is being used to minimize confusion that might result from changing the traffic patterns each day. It will also shorten the duration of the work by allowing crews to work without moving equipment and materials in and out of the work area each day.

Work Scheduled for November 27 through December 1, 2006

Work is expected in these areas:

  • NE 41st Avenue from Hancock to Tillamook - lateral construction all week
  • NE 44th Avenue from Hancock to Broadway (main sewer construction, Monday through Wednesday or Thursday)
  • NE 42nd Avenue from Sandy to Broadway - mainline and lateral construction starting Thursday or Friday
  • Other possible work areas include the intersection of 39th & Broadway, paving prep on Broadway 40th to 42nd, and paving prep on 39th Broadway to Thompson.

The work on this block of NE 42nd Avenue will be done with the street completely closed all hours (it will not re-open to traffic at night). Southbound 42nd Avenue traffic will be detoured left on Sandy, right on 43rd, right on Broadway and left back onto 42nd. Northbound traffic, vice versa. Southbound Tri-Met busses and other large vehicles will be detoured from 42nd left onto Tillamook, right onto 43rd, right on Broadway and left back to 42nd.

The 24-hour closure is being approved for at least two reasons:

  • Maximizing work hours and minimizing the amount of time spent moving materials and equipment to and from the work area, to limit overall duration.
  • Avoiding confusion by daily changes to the available route.

The work on 42nd is expected to take about one week to complete, not including final paving.

Construction Update: November 16 - November 26

Overall a light schedule between now and Thanksgiving. No work Thanksgiving week Thursday through Sunday. Enjoy the holiday and the lack of construction.

Work will continue mostly in two areas:

  • NE 39th Avenue between Broadway and Thompson - Crews will finish storm inlets in the intersection of 39th & Broadway. Following TV inspection of the completed lines yesterday, there will be "dig-ups" at a few spots along 39th. Saw cutters will start cutting the sewer trenches in preparation for permanent paving. When paving approaches, crews will remove the temporary pavement in preparation for the final restoration.  At this time it is possible that some paving will be done on 39th before the holiday, but it is more likely to be done after the holiday. Final paving will not be done in very wet or very cold conditions.
  • NE Broadway from 40th to 43rd - Work will continue here to do underground work including storm inlets. Crews do not plan to work on 42nd or 43rd until after the holiday. Final paving prep and saw cutting may be done on Broadway between 40th and 42nd. There is still underground work (laterals) to be done on Broadway between 42nd and 43rd.

Construction Update November 3 - 13, 2006

Work is scheduled both north and south of Sandy Boulevard through November 13.

South of Sandy: Crews should finish building the main sewer in NE Broadway to 43rd today (Friday) or Monday. Then, they will turn north on 43rd, restoring traffic to Broadway. That crew expects to be on 43rd, working from Broadway toward Hancock, most of next week. Then, they are scheduled to move to the short block of NE 41st Avenue between Broadway and Sandy.

Traffic control: As work moves off Broadway, normal traffic and bus routes will be restored to Broadway. There will still be steel plates or temporary pavement in Broadway from 40th to 43rd.

On 43rd, the street will be closed to through traffic during work hours. Shoppers headed for Trader Joe's or other 43rd Avenue destinations will have to enter and leave from the end of the street where there is no work going on. Traffic will be restored after hours, but some on-street parking will be lost due to equipment and material storage.

North of Sandy: Work will continue along NE 39th Avenue next week. Crews will finish installing laterals on 39th from Broadway to Hancock in the next day or two. Then, they will work next week to install storm sewer pipes and inlets in the intersections of NE 39th with Hancock and Broadway. Around next Friday, this crew is scheduled to move to NE 41st to begin installing laterals between Sandy and Hancock.

Veterans Day Parade, Saturday November 11: At this time no work is scheduled for Saturday, November 11. No work or storage is expected along the parade route streets. NE 40th from Tillamook to Sandy, and Sandy from 40th to 48th will be clear for the parade.

Construction Update - October 20, 2006

Work on the Hollywood Sewer Project is scheduled to continue in three areas from October 23 to November 3. Here is the current schedule:

  • Sewer lateral construction in NE 39th Avenue from Tillamook to Thompson - October 17-31.
  • Lateral construction in 39th from Hancock to Tillamook, October 31 - November 1.
  • Lateral construction in NE 41st Avenue from Sandy to Hancock, November 1-3.
  • Mainline sewer construction in NE Broadway from NE 40th Avenue (near

A-Boy) to NE 43rd Avenue. This work will start at 40th as early as Monday October 23 and continuing west to east through November 3.

Traffic Control

During work on streets like 39th and 41st, streets will be closed to through traffic during work hours, which are generally Monday through Friday, 7 a.m. to 6 p.m. Local access is maintained for residents but delays are possible. Business access for deliveries and parking will be maintained during work hours whenever possible. If you have concerns about business access issues, contact the city inspector on-site or call Joe Annett at 503-823-2934. We will work with you to accommodate your needs.

Major work on Sandy, Broadway, and 37th is complete and traffic and parking are near-normal. The streetscape project continues to work along Sandy between 13th and 35th but is not scheduled to start work in Hollywood until January.

Schedule Update: Friday, October 13, 2006

The pace of sewer construction activity in Hollywood has definitely slowed, as expected. Major sewer work on Sandy Boulevard is now complete and traffic and parking are back to near-normal. The major work in Broadway west of Sandy, and in NE 37th Avenue, is also complete.

There will still be construction activity in Sandy from time to time but major work on Sandy is not scheduled to resume until January, when the Sandy Boulevard Streetscaping & Resurfacing Project starts work in Hollywood. The streetscaping project is continuing along Sandy Boulevard between NE 13th and 37th Avenues.

For the next two weeks, activity is expected in these areas:

  • Main sewer construction in NE 39th from Tillamook to Thompson.
  • Sewer lateral construction in NE 39th from Thompson to Hancock.

Work on 40th and 41st north of Sandy is expected to resume within the next few weeks. Generally, contractor Parsons Construction has indicated that they intend to finish work north of Sandy first, then move to the areas south of Sandy.

Schedule Update: Monday, October 9, 2006

  • Sandy Boulevard traffic and parking returned to near-normal last week. Major sewer work on Sandy is finished, but the Hollywood Sewer Reconstruction Project is scheduled to continue on the streets north and south of Sandy until summer 2007.   • Tuesday October 10 crews will work on NE 42nd Avenue between Sandy
  • and Hancock. The right westbound lane of Sandy will be closed during work hours, and traffic on 42nd will be restricted to one lane in each direction. This work is expected to last just one day.
  • Wednesday, October 11 crews are scheduled to return to NE 39th
  • Avenue to install the main sewer line from the intersection of 39th/Tillamook and continuing up 39th to Thompson. This should take three to five work days.

Schedule Update: Thursday, September 28, 2006

Major sewer reconstruction work along Sandy Boulevard in Hollywood will be complete by next week following five and a half months of major construction. Environmental Services appreciates the cooperation and understanding of residents, businesses, shoppers, motorists during this major project. Thank you for your patience throughout this challenging period.

Crews from Parsons Construction are continuing work along Sandy including asphalt paving, pouring curbs and sidewalks, moving equipment and materials, and other restoration and clean-up tasks.

By next Wednesday, most of this work should be complete. Then, the focus of Hollywood Sewer Project work will move off Sandy, starting with the streets north of Sandy where work is partially complete. The most likely locations for "off-Sandy" work to resume are NE 41st Avenue between Sandy and Tillamook, and NE 39th Avenue between Broadway and Tillamook.

Streetscape Project Starts in January

While sewer work in Sandy is almost done, there is a lot of work in the street's future. In January, the Sandy Boulevard Streetscape and Resurfacing Project is scheduled to start work along Sandy between 37th and 47th. This project will include street, sidewalk, transit, pedestrian and stormwater improvements and will include a complete curb-to-curb resurfacing of these 10 blocks of Sandy next spring or summer.

The Streetscape & Resurfacing Project is a project of the City's Office of Transportation. It is already underway along Sandy west of Hollywood, between 13th and 35th Avenues. Details are available on the City's website at: <http://www.portlandonline.com/transportation/index.cfm?c=36373>.

Schedule Update: September 22, 2006

Major Sewer Work Along Sandy is Near Completion.

Reconstruction of 3,000 feet of the Sandy Boulevard trunk sewer and related work is essentially complete. Restoration of Sandy between 37th and 47th is continuing and nearing completion.

Also complete is reconstruction of the sewer line in NE 37th Avenue between Broadway and construction of two blocks of new sewer in NE Broadway between 35th and 37th. Completion of underground work in these areas, their restoration, and return to normal traffic should mean that these major streets and Hollywood in general will look a lot more normal than they have since construction started in mid-April.

Thanks to all businesses, residents, motorists, shoppers, bus riders, bicyclists - everybody! - for your patience the past five months. Your cooperation and understanding helped the City and its contractor, Parsons Construction, complete the Sandy work on schedule.

What's Next?

  • Top priority is to complete the restoration of Sandy and resumption of near-normal traffic and parking patterns. This should be done by the end of September.
  • Next, crews will return to areas north of Sandy where work has started, and complete sewer reconstruction there.
  • Later this fall and next year, crews will move to the areas south of Sandy and complete work there. That work will impact Broadway, the block of 42nd south of Sandy, and the busy streets around Trader Joe's, Value Village, etc.

Work in the next two weeks will include:

  • Completion of paving in Sandy and 37th.
  • A day or two of work in the "jug-handle" bypass between 39th and 40th.
  • Construction main sewer in 39th between the Tillamook intersection and Thompson.
  • Construction of sewer laterals in 39th between Broadway and Thompson.

Sandy Paving Notes

The contractor will be sand-and-sealing many newly-paved trenches along Sandy very soon. This process involves putting down tar on the edges of the patched trench, then placing sand on top. Be careful - the tar will be sticky for several days after this process and the sand will look messy. Eventually the tar will harden and the sand will be swept up. This is a standard part of trench paving.

Sandy Boulevard for now will be a network of dark-black patches against the old gray pavement. The new pavement is permanent quality and should hold up well until the street is paved curb-to-curb next year as part of the Sandy Boulevard Streetscape & Resurfacing Project. In the meantime, Parsons will be responsible for maintaining the patches.

Update as of September 13, 2006

Good news: Work to rehabilitate 3,000 feet (10 blocks) of the Sandy Boulevard sewer by a "pipelining" method is complete. Five two-block-long segments were completed in less than six weeks. The 94-year-old, four-foot-diameter pipe is now lined with a 1.3" thick rigid liner.

Thanks everyone for your patience and cooperation during this very busy construction period.

The main work going on right now is demobilizing the lining and pumping operations from Sandy, and restoring, paving, and cleaning up the street. This process is generally moving from west to east along Sandy just as the lining work did. Sandy west of 40th is starting to look much more normal. At the east end, from 44th to 47th, crews are still removing the diversion pipes and have a lot more work to do.

Overall, the major Sandy work is on schedule to be completed by mid-October.

The other significant work right now is taking place on NE 37th Avenue between Broadway and Sandy. There, crews are preparing to line about 400 feet of 12-inch-diameter pipe. The lining is tentatively scheduled for early next week (September 18) but will be postponed if it is rainy. In the meantime, crews will set up diversion pipes, and there may be reduced traffic lanes on 37th as soon as Thursday, September 14. This will be the last work done by pipe-lining.

Completing the work on Sandy and restoring Sandy to near-normal use is the top priority for now. The pipe-lining on NE 37th Avenue is priority #2. When work resumes "off Sandy" the most likely locations are 39th, 40th, and 41st Avenues north of Sandy.

Work Scheduled September 1 - 10, 2006

Work on the Hollywood Sewer Project will continue to be concentrated along Sandy as it has been for the past month or more. As of September 1, four of the five segments of "pipe-lining" have been completed for the Sandy Boulevard sewer. About 2,400 feet of the four-foot-diameter sewer has been lined in four two-block segments.

One more 600-foot-long segment remains to be lined. That final segment is along Sandy from NE 45th to NE 47th Avenue; the lining operation will be based at NE 45th. This piece is tentatively scheduled to be lined Wednesday and Thursday, September 6-7.

In the meantime, restoration crews have been following the pipelining crew and restoring Sandy Boulevard behind the lining crew, working from west to east. Restoration includes restoring normal sewer connections and paving over trenches, restoring normal traffic, and overall cleanup. A lot of progress has been made:

  • NE 37th Avenue has been back to its normal three traffic lanes for several weeks.
  • NE 39th Avenue between Halsey and Sandy was restored to (three) normal lanes and traffic patterns this week
  • All Tri-Met bus stops are open. At some of the #12 stops passengers will have to step off the curb to board as the bus stops in traffic.
  • Work along NE Sandy Boulevard from 39th to 37th is essentially complete and traffic and parking lanes are normal or near normal.
  • The work to restore Sandy's surface, traffic patterns, and parking will continue to be the top priority of the crews following the pipe-lining.

Little work is expected beyond Sandy, other than work related to diverting sewer flows for the final section of pipelining. Once work is finished on Sandy, the contractor will probably concentrate on finishing the areas north of Sandy. This "off-Sandy" work is not likely to pick up much until at least mid-September.

A word about restoration: Most areas that have been disturbed by the sewer project will be restored to the quality required by standard city specifications. An exception is areas where next year's Sandy Boulevard Streetscape project will make changes to sidewalks, crosswalks, etc. In a few of these areas, sidewalks that have been removed for sewer work will remain paved with temporary asphalt until the street project begins work in Hollywood in January 2007. In the meantime, sewer contractor Parsons Construction is responsible for maintaining the temporary surfaces. Parsons is also the general contractor for the streetscape project.

August 22, 2006 Bus Schedule Update

Some of our readers have pointed out - correctly - that our construction updates have been short on information about the status of bus stops. We apologize for that and offer this information, updated as of today:

  • Westbound #12 Sandy bus: Stops are open at 37th, 39th, 42nd, 44th, and 47th. Passengers may have to board the bus beyond the curb if the bus cannot get to the curb. This is the case at 39th and 42nd and may be true at other stops depending on the progress of work.
  • Eastbound #12 Sandy bus: All stops are open.
  • Northbound #75 bus stop just north of Sandy (Burger Bar): This stop is closed. Because of pumps, equipment, driveways, parking, etc. it is difficult to get the bus to the curb safely in the area just north of the normal stop. For this reason Tri-Met has closed this stop completely and is sending riders to the next stop - one long block north at Tillamook. This closure is expected to continue about one week.
  • Southbound #75 bus: Normal stops are open.
  • North/Westbound #77 stop on NE 39th Avenue just south of Sandy remains closed because of the reduced lanes. We hope to re-open this within a week. The next north/westbound stop is at 37th & Broadway.

August 18, 2006 Update

The focus of work continues to be along Sandy Boulevard where a second 600-foot-long section of pipe has now been lined with a "cured-in-place" liner. The liner is now in place from 37th to 39th, and from 39th to 41st, a total of 1200 feet.

The next section to be lined will be between 41st and 43rd and the lining operation will be based at the intersection of 43rd & Sandy.

Three more two-block-long sections of the 48-inch-diameter Sandy sewer remain to be lined: 41st-43rd, 43rd-45th, and 45th-47th. The tentative schedule is to complete one section per week and to complete all five sections by the second week of September.

The lining process comes in several stages: Setting up diversion pumps starts about a week before the liner is installed; then the liner installation; then restoration of normal service connections to the sewer; and then removal of the diversion pipes and restoration of the street.

In project areas beyond Sandy, progress has been minimal because most of the contractor's resources are needed to prepare for the lining work, and then to restore following the lining work. This slow progress beyond Sandy is likely to continue into September. If resources permit, the most likely work area through the end of next week would be 39th Avenue between Tillamook and Thompson (main sewer) and 39th between Sandy and Tillamook (sewer laterals).

Traffic Controls

  • First the good news: NE 37th Avenue between Broadway and Sandy has been re-opened to its normal three lanes plus parking.
  • And: Crews are working as quickly as possible to restore Sandy between 37th and 39th in preparation for trench paving next week. When paving is completed this stretch of Sandy will re-open to near-normal or normal traffic lanes and parking. The intersection of 39th & Sandy will also be restored to near-normal operations and all three lanes of 39th south of Sandy will re-open. We hope to have this done by Friday, August 25.
  • Further up Sandy: Activity will continue along Sandy especially in the stretch from 44th to 41st where work will be centered through at least the end of next week. In this area there will be just one traffic lane in each direction, and most or all parking will be removed. Some crosswalks may be closed at 43rd.

Paving Notes: The only final paving in the project is the 3500 and 3600 blocks of Broadway, the block of 43rd from Sandy to Tillamook, and the trench across Sandy at 43rd. The curb-to-curb resurfacing of Sandy will not be done until the street project reaches Hollywood in 2007. Concrete (sidewalks, curbs, etc.) will be restored as areas are finished, but if a concrete area will be changed by the upcoming street project, it will be left as temporary asphalt paving. In other words, we will not replace concrete then tear it up within the next six months. In the meantime, we will be responsible for maintaining temporary-paved areas.

Work Scheduled August 4  to August 21, 2006

The fast pace of construction will continue along Sandy Boulevard through August 21. Work will continue to move eastward and motorists may start to see some improvement in traffic patterns in the west end of the project near NE 37th Avenue.

  • This week the first two-block-long segment of pipelining on Sandy was completed. A fiberglass-like liner that is 1.3 inches thick now lines the four-foot-diameter Sandy sewer from 37th to 39th.
  • As of Friday, crews were still busy restoring normal sewer connections but the lining of the first 600 feet of main sewer is complete. Work to restore lateral connections will continue Saturday. In the meantime, some properties are still having their sewer service maintained by pumps.
  • Toward the end of next week, contractor Parsons-RCI plans to line a second two-block-long segment of the Sandy sewer. The operation and equipment that were centered near Starbucks for the first segment will move to the intersection of 41st & Sandy for the second segment. This will mean lots of temporary diversion pipes and pumps in the area from 39th to 42nd for this phase.
  • By next week, we hope to open an additional lane of traffic on Sandy west of 39th and at least one added lane on 37th between Sandy and Broadway. There will still be equipment and congestion at 39th during the next phase, but not as much as the past two weeks.
  • Beyond Sandy, activity will be at a fairly low level but some construction is expected on 39th between Tillamook and Thompson. Other possible work in the next two weeks includes sewer lateral construction along 39th and in the block of 41st between Hancock and Tillamook.
  • Final paving was completed last week in the block of 43rd between Sandy and Tillamook. Paving crews are scheduled to return Monday to complete paving the trench across Sandy at 43rd, and to do final paving in other areas where underground work is finished, including 3700-3800 blocks of Sandy.

Thanks everyone for your patience. Things will continue to be busy along Sandy through September, but we are making good progress.

Work Scheduled Friday July 24 to August 4, 2006

New Phase of Sewer Work Starts on Sandy

Crews will re-stripe 10 blocks of Sandy Boulevard on Monday July 24, getting ready for the next major phase of the Hollywood Sewer Project. Work on Sandy for the next two months will rebuild 10 blocks of the four-foot-diameter sewer using a method called pipe-lining.

On Monday crews will start at 9 a.m. to re-stripe Sandy and move traffic lanes into the middle of the street. The re-striping is likely to continue again Tuesday morning. During the re-striping operation, traffic signals will be turned off and flaggers will control intersections. Signals will be restored after work hours.

During the pipe-lining phase, traffic will be reduced to one lane in each direction adjacent to a work area that will be about four blocks long. The pipe-lining work will start at the west end with lining of a two-block segment from 37th to 39th. The work will move east as a total of five two-block segments are lined over the next two months.

Pipe-lining involves the insertion of a flexible liner into the existing sewer through a manhole. The liner is filled with hot water that is circulated by pumps, helping the liner harden into a smooth, rigid and durable lining inside the sewer. Once inserted, the liner takes two to three days to harden. During this period, sewer flows are maintained by pumping.

Here is work expected in the next two weeks:

  • July 24-30: Re-stripe Sandy and set up new traffic controls 37th to 47th
  • July 26-30: Set up diversion pumps and pipes along both sides of Sandy from 37th to 41st
  • July 26-30: Excavate lateral connections on south side of Sandy from 37th to 41st; clean and spot-repair the inside of the Sandy sewer in preparation for lining.
  • August 1 - 4: Install the sewer liner from 39th to 37th and repair the south side lateral connections by lining.
  • July 24 - August 4: Rebuild lateral pipes on 40th between Sandy and Hancock; then on 41st between Sandy and Tillamook; then on 39th between

Broadway and Tillamook.

  • Week of July 31: Final paving in areas where underground paving is complete, including parts of 40th, 41st and 43rd.

Overall, it is a very busy two weeks coming up.

Work Scheduled July 13 to July 24, 2006

Crews are finishing several tasks along Sandy Boulevard in preparation for starting the next major phase of Sandy Boulevard work. That will be the rehabilitation of the Sandy trunk sewer by pipe-lining, which will get underway around July 24. The last of five new eight-foot-diameter manholes was completed this week, at Sandy & 45th.

The main work scheduled for next week will be near the south curb line of Sandy between NE 39th and 40th Avenues. Crews will install three manholes and connect a number of storm inlet pipes in this area. This work is expected to start Friday July 14 and last about a week.

Traffic control for this phase in the 3900 block will include:

  • Two westbound lanes and one eastbound lane on Sandy.
  • The eastbound jug-handle will be closed. Vehicles that want to get to Broadway will be able to make a right turn at 40th (usually not legal).
  • The traffic signal at 40th & Sandy will be turned off during work hours. Traffic will be flagged through the intersection.
  • 40th Avenue will be closed to through traffic from Halsey to Sandy. Motorists will be able to get to A-Boy and other 40th Avenue destinations from Halsey, but will not be able to continue north on 40th.

Getting Ready for Pipe-Lining:

Set-up for pipe lining along Sandy is expected to start around Monday, July 24. The first two-block segment will be from 39th Avenue to 37th, and the second two-block segment will be 39th to 41st. Counting diversion pipes, four blocks will be affected by each two-block segment of lining.

In pipe-lining, a flexible resin liner is inserted into the sewer through a manhole and filled with hot water circulated by pumped. The liner hardens in about two days, forming a smooth, rigid and durable lining inside the existing pipe. The good news is that this greatly decreases the amount of excavation needed to rehabilitate the pipe. The bad news is that sewer connections to the lined segment are blocked for two to three days while the liner hardens.

There are basically two choices: Maintain flows by digging up the connecting "lateral" pipe and pumping the flows, OR interrupting the flows (and service) for two to three days. Properties that are connected directly to Sandy should have received information in the last few days. In the next few weeks, representatives of Parsons/RCI will be contacting businesses and property owners to develop sewer service plans for the lining period.

Bottom line: Each property connected to Sandy will have a sewer service plans that meets its individual needs. The plan will be in place before the pipe lining process begins.

Work Scheduled July 3 to July 12, 2006

Construction on the project is taking a three-day holiday July 2-4. Work resumes July 5.

Here's a summary of what has been done since work started in mid-April:

  • Construction of large manholes at 39th, 40th, 41st, and 43rd is complete.
  • Construction of a new sewer line in Broadway from 35th to 37th is done.
  • Crews have bored under Broadway and 39th to connect to the new manhole near Starbucks.
  • Crews completed the pipe crossings of Sandy at 40th and 43rd.
  • Lateral connections were rebuilt from the Sandy sewer to north-side properties from 37th to 45th, and a number of voids along the sewer line were excavated and filled.
  • Main sewer construction is complete in these blocks (lateral connections not yet done):
    • NE 39th from Sandy to Tillamook
    • NE 40th from Sandy to Hancock
    • NE 43rd from Sandy to Tillamook

When work resumes July 5, expect work and traffic controls to continue on Sandy through the end of September. During the same period, work will continue on the side streets north and south of Sandy. Because Sandy has been re-striped, it is not possible to fully restore normal traffic even in areas where there is no work going on.

In the next two weeks, crews will work to finish work along Sandy in preparation for the lining of the Sandy Boulevard sewer in July, August and September. Work is currently centered near NE 45th & Sandy, where workers are building the last of five new 8-foot-diameter manholes that will be used during the lining process. Workers will also fill voids and rebuild north-side laterals between 45th and 47th.

Special traffic control that will close NE 39th Avenue between Sandy and Broadway is tentatively planned for this Saturday, July 8. Work to build storm sewer inlets and pipes that cross 39th will require completely closing 39th for one full day starting at 7 a.m.

Also coming up in the next two to three weeks will be work along the south side of Sandy between 39th and 40th. This work will require adjustments to the "jug-handle" bypass that allows eastbound Sandy traffic to turn north onto NE 40th and NE 42nd Avenues, but the northbound left turns will be maintained.

Temporary Paving: All the paving in the project area is temporary except for the 3500 and 3600 blocks of Broadway, where final paving is complete. The other areas where some work has been done still have additional work to complete before final paving is scheduled. If the temporary paving in your area needs maintenance, contact me.

Sandy Boulevard sewer lining schedule: Work to prepare for lining the Sandy sewer could start as early as July 17. This work will be based in the north half of Sandy and will take the north half of the street for four blocks. Traffic will be maintained on the south side of Sandy.

Lining work may start as early as July 31. The first lining work is tentatively planned for 39th & Sandy - from there the sewer will be lined from 37th to 41st.

Work to prepare for lining will be done on a normal work schedule, but once the lining process starts it will continue 24 hours for about three days per two-block segment. Pumps to divert flows around the area that will be lined will be set up in advance, and will run 24 hours until gravity flow is restored following the lining operation. Equipment used in the lining process includes pumps, generators, boilers to heat water, and lights. Crews will be on-site 24 hours once the lining starts.

Work Scheduled June 16 to June 30, 2006

Sandy Boulevard: Work along Sandy will be concentrated near 40th and 41st. No work is expected east of 42nd. Sandy from 39th to the west should start to look a lot more normal starting June 16, as the current phase of work in Sandy/39th/Broadway is completed.

Work near the south curb line of Sandy between 39th and 40th may start next week.

NE 39th Avenue, Sandy to Hancock: This area should begin to look much more normal as this phase of work is completed. By Monday June 19, 39th should be open to normal traffic from Broadway to Hancock as the shafts near Pagoda are filled and the installation of the main sewer is complete from Sandy to Hancock. However, crews will probably return to 39th within three weeks to do lateral connections and final paving between Broadway and Tillamook.

NE 40th Avenue, Sandy to Hancock: This area will see a lot of activity starting Friday June 16 as crews install the main sewer from the new large manhole at Sandy up to Hancock. Expect very difficult traffic access during work hours for about three days during the sewer construction in this block. At night the street will re-open to local traffic but parking will be limited due to storage of construction equipment.

During work hours, it will not be possible to turn north from Sandy to 40th. Vehicles will have to go north via NE 42nd Avenue.

NE 41st Avenue: Work is scheduled to start in Sandy at 41st to install the fourth of five large manholes along Sandy. During this work, 41st will dead-end at Sandy with local access from the north (Hancock).

Work Scheduled June 12 to June 19, 2006

Work this week will continue to be concentrated around the Sandy/39th/Broadway and Sandy/40th/Broadway intersections. For now, things are looking much more normal on Sandy east of 42nd.

On NE 39th, crews will work to finish the large manhole at Sandy, and to complete work at the pit by The Pagoda Restaurant. Work to lay the sewer up 39th from Broadway to Sandy will start Monday and is scheduled to take 3 to 4 days to get to Hancock Street. Things on 39th may look much more normal by June 19.

At NE 40th & Sandy, work will continue to build the large manhole. Then, crews will dig across Sandy from north to south, ending up in Broadway near A-Boy Plumbing. Later, work will follow to build the sewer north up 40th from Sandy to Hancock.

Traffic highlights: During work in Sandy/40th and in Broadway near A-Boy, the bypass to northbound 42nd Avenue will be closed during work hours. Northbound traffic will have to use 40th, or head north on the streets east of 42nd. During work to build the main sewer on 40th from Sandy to Hancock, 40th will be closed to northbound traffic during work hours and motorists will have to use 42nd.

Traffic on Sandy will continue to see rush-hour delays due to the bottleneck between 41st and 38th.

Tri-Met stops: Westbound stops for Bus #12 will be closed at 42nd and 39th due to construction activity. Westbound stops at 42nd and 37th are open. The westbound stop for Bus #77 on the southeast corner of 39th & Sandy remains closed. Board at 37th & Broadway or at Hollywood Transit Center.

Work Scheduled June 2 to June 11, 2006

Junior Rose Parade - Wednesday, June 7: There will be no sewer work anywhere in the Hollywood project area. Work areas on Sandy and NE 40th will be cleaned up the day before. The parade will follow its normal route on Sandy - 40th - Tillamook. Work will resume Thursday.

NE 39th Avenue - Crews have finished boring from the Pagoda Restaurant to the new manhole in Sandy at 39th. Next they will push the black plastic sewer pipe inside the steel liner that was bored into place. Then, next week they will install the main sewer line up 39th from the Pagoda to Hancock, and then from Tillamook to Thompson. Then, they will begin installing sewer lateral connections (individual buildings to the main pipe) in 39th between Broadway and Thompson.

Saturday work: Parsons plans to work on 39th and possibly in other

locations on Saturday, June 3.

NE 40th & Sandy - On Monday-Tuesday June 5-6 crews will excavate for a 8-foot-diameter manhole in the north lane of Sandy. Then, they will pour a concrete base for the manhole and fence off the excavation. They will return the week of June 12 to install the manhole and then dig across Sandy from the new manhole to NE Broadway Street near A-Boy Plumbing.

A Note About Trees: Four trees had to be removed from the north side of Sandy between 40th and 42nd. This was necessary either to reconstruct lateral sewer pipes or to excavate and fill voids beneath the trees. It is unusual that trees must be removed for sewer reconstruction but the need to fill voids along the Sandy Boulevard sewer made it necessary in these cases.

Environmental Services will work with the City's Urban Forestry Department to replace the trees when work is complete. Replacement will be at sewer project expense and will be done during fall and winter months when planting conditions are favorable.

A tree-trimming subcontractor (arborist) is working with Parsons Construction to trim trees in advance of construction. This trimming is done in coordination with the city forester at project expense.

Work Scheduled Tuesday May 30 through Wednesday, June 7

Junior Rose Parade Wednesday, June 7 - The parade will take place as scheduled and along its normal route.

No sewer construction will be done anywhere in the project area on parade day. The parade route on Sandy will have a minimum of three lanes available in the work areas between 47th and 40th.

There will probably be a fenced excavation at the intersection of 40th and Sandy where the parade turns north onto 40th, but there will be adequate room for marchers, floats and vehicles to make the turn. There will be no other work underway on 40th before the parade. There will be no work on the Tillamook section of the parade route, but the parade route will cross the temporary pavement that crosses Tillamook at 39th.

The day before the parade the project area will be cleaned up and work areas along Sandy, 40th and Tillamook will be cleaned with a street sweeper.

Other work scheduled:

  • Crews will continue to bore under 39th & Broadway from the shaft next to The Pagoda Restaurant. When the bore is complete, pipe will be pushed into place from the boring shaft to the new manhole in Sandy at 39th.
  • By next week, work is scheduled to start to install pipe on 39th from The Pagoda to Hancock Street.
  • Early next week, crews plan to excavate for the next large manhole, to be installed in Sandy at 40th. Then, a concrete base for the manhole will be poured and the excavation will be fenced off in preparation for the parade.
  • This week and next, work will go on in Sandy at various locations between 37th and 45th to reconstruct the laterals that connect the main sewer to buildings on the north side of Sandy. At the same time, crews will be excavating and filling voids along the Sandy sewer between 37th and 45th. Some of the voids are quite large. In some cases sidewalks may have to be removed and closed while the voids are filled. After void filling is complete, the sidewalks will be re-paved with temporary asphalt, then re-poured with concrete.
  • Several trees will have to be removed along the north side of Sandy. Tree removal is unfortunately necessary because voids beneath the trees cannot be safely excavated with the trees in place. Trees to be removed include one tree in the block between 40th and 41st, and two trees in the block between 41st and 42nd. The tree removal is scheduled for Thursday morning, June 1. The trees will be replaced at project expense when construction is complete and planting conditions are favorable.

  • May 12: First phase of work on 41st from Hancock to Tillamook will be complete. Crews will return later to install lateral connections.
  • May 12-13: Crews will finish laying pipe across Sandy at 43rd, build a new manhole in Hancock near 43rd, then re-open 4300 block of Hancock to traffic.
  • May 15-19: Crews will lay mainline sewer in the block of NE 43rd between Sandy and Tillamook. Traffic will be local access only.
  • May 15: Reconstruct laterals to properties on the north side of the 4200 block of Sandy.
  • Monday, May 15 - Traffic control on Sandy will move as work on Sandy moves from 43rd to 39th. NE 39th Avenue will be closed to southbound traffic between Hancock and Broadway.
  • May 15-19: Dig shaft in NE 39th Avenue near Pagoda Restaurant, then reconstruct pipe under Broadway by boring. Then, build an 8-foot-diameter manhole in Sandy at 39th.

Hollywood: Open for Business

The sewer project will be major construction, but Hollywood destinations will remain accessible to residents and visitors. Construction will slow traffic on Sandy, but side streets won't be directly affected in the early work. Most sidewalks and crosswalks will remain open. Crews will maintain access to businesses and driveways.

The Junior Rose Parade in Hollywood will take place as scheduled Wednesday, June 7. There will be no sewer construction that day. Work areas will be cleaned and swept the day before.
Sewer Project Schedule

  • Construction will start along NE Sandy Boulevard between NE 37th and 47th Avenues. The Sandy sewer runs along the north side of the street.
  • Major work on Sandy will start by early May and continue through September.
  • This summer, the brick sewer on Sandy will be reconstructed using a pipe-lining method that reduces excavation. Sewer-lining work is scheduled June through September.
  • Major sewer work in Sandy is scheduled for completion by September. This will allow work street improvement work along Sandy to start this fall (details below).
  • From fall 2006 through spring 2007 crews will work on the streets north and south of Sandy. Sewer project completion is scheduled by July 2007.

Tentative Construction Schedule through early May

  • Early April - Preliminary activity like surveying and utility locating. Other utilities like gas and water may relocate some lines.
  • Mid-April - Crews will begin setting up traffic control and erosion control. Traffic signs will be installed, but covered until work starts.
  • Late April - Work starts to install diversion pipes along Sandy.
  • Work starts on three jacking shafts.

Major Excavation Areas

  • Excavation to build 8-foot-diameter manholes will be done in Sandy at 39th, 40th, 41st, 43rd and 45th.
  • Shafts for jacking equipment will be built on 39th just north of NE Broadway, on Broadway just east of 40th, and on NE Hancock Street at 43rd. Jacking is a method that will be used build sewers under Sandy and Broadway without open excavation. Jacking equipment is expected to operate one to two weeks at each location.
  • Crews will excavate to reconstruct connections to properties on the north side of the street and to reconstruct storm drain inlets and pipes.
  • Most sewer connections to properties on the south side of Sandy will be reconstructed with trenchless methods.

Traffic Control on Sandy
Traffic control will vary with the work. Here is an outline of what to expect:

  • Sandy will never be closed, but
  • The major work will reduce travel lanes on Sandy to one lane westbound and one or two lanes eastbound. In work areas on Sandy, parking will be removed on both sides of the street.
  • Northbound traffic on 39th will be reduced to a single lane. Streets like 40th and 41st will dead-end north of Sandy during major excavation.
  • At 40th & Broadway and at 43rd & Hancock, streets will be closed during jacking operations.
  • Many of the lane reductions on Sandy will continue at all hours because the excavations will be too large to cover and safely restore to traffic.

Work Hours
The contractor tentatively plans work hours of Monday through Friday, 7 a.m. to 6 p.m. However, a noise variance for the project will allow hours as long as 7 a.m. to 10 p.m. Monday through Saturday. Businesses and residents will be notified in advance if work is going to be done after 6 p.m., or on Sundays.

During the pipe-lining operations on Sandy this summer, there will be 24-hour work during each segment of lining. This will mean 24-hour operation of pumps, generators and other equipment at six different locations for three to five days at each.

Hollywood Project Construction Office
Environmental Services has a storefront Hollywood Sewer Project construction office at 4038 NE Sandy Boulevard. The office will be used as a base by our inspectors, construction managers, and community outreach staff. The office will be open limited hours, but we will be glad to schedule a meeting with you there, or at your location.

Coordination with the Sandy Boulevard Streetscape Project
The design and construction schedule for the Hollywood Sewer Project is tied to the schedule of the Sandy Boulevard Resurfacing and Streetscape Project (Details at www.portlandonline.com/transportation). The streetscape project is tentatively scheduled to start construction in May. It will include resurfacing, street, transit and pedestrian improvements on Sandy between NE 13th and 47th Avenues.

Environmental Services and the Portland Office of Transportation will coordinate schedules to avoid conflicts and delays to either project. The overall plan is for major sewer work in Hollywood to be finished by the end of September, allowing the streetscape work to start in Hollywood at that time.

Building Hollywood's Future
Completion of the City's sewer and streetscaping projects will provide crucial infrastructure improvements. Together, they will help Hollywood continue and expand its role as a vital commercial center bounded by healthy
neighborhoods.
